Safety training and compliance software in Australia

There is no single best safety platform. There is a best platform for the work you do and the people who do it.

This page compares the Australian WHS training and compliance software we most often see in competitive processes — what each does well, where each is limited, and which situations each suits. Every claim comes from the vendor’s own published material. Where a competitor is stronger than us, we say so.

The short version

  • You need general inspections, audits, assets and a broad operations platform → Mitti, formerly SafetyCulture. Largest, most mature, deepest feature set.
  • You need contractor company prequalification and site access control → Rapid Global, Damstra, Sitepass or LinkSafe.
  • You need WHS registers and record-keeping, and you’ll write the content yourself → Safe Ag Systems, Safety Champion, Skytrust or myosh.
  • You have under ten people and no budget → PIPA or Mitti’s free tier.
  • You need training a multilingual workforce genuinely understands, with proof, across contractors and sites → Oxil, or Acumind AI.

The last category is the one this page exists to explain, because it is the one buyers most often get wrong.


The question most comparisons never ask

Most safety software answers: did the training happen?

That is a record-keeping question, and every platform on this page answers it well.

The question that matters after an incident is different: can you show this worker understood this instruction, in a language they read, before they did the work?

Australian law makes that distinction explicit. WHS Regulation 39 requires information, training and instruction to be “readily understandable by any person to whom it is provided” — a test about the recipient, not the record. It carries its own penalty, separate from the requirement to provide training at all.

An induction delivered in English to a worker who reads Tetum, signed and filed, satisfies the filing cabinet. It does not satisfy Regulation 39.


How we have grouped the market

Australian WHS software is not one category. Comparing a contractor-prequalification platform to a training platform produces a meaningless table, so we have grouped by the problem each solves.

The rows on this table are not our feature list. They are the duties and obligations under the model WHS Act and Regulations, the Victorian OHS Act, and the market-access schemes that operate alongside them. That framing is deliberate — a comparison scored against one vendor’s product structure will always favour that vendor.

Reading this table honestly

Four rows we lose, and they matter.

  • Hazardous chemicals and SDS register. Mitti and Safety Champion both score 3. We score 0. Chapter 7.1 requires a register be maintained and accessible, and every agricultural, horticultural and processing operation runs chemicals. If this is your priority, they have it and we do not.
  • General inspections and audits. Mitti’s origin product and still the best in the market. We score 1.
  • Duty to contractors. We score 3, and so does Rapid Global — because they verify the contracting business, its insurances and WHS management plan, which we do not. We verify the worker. Both are legitimate readings of the duty.
  • Licences and credentials. Rapid Global matches us at 3.

And two rows that decide most deals.

Supervision is the fourth limb of s19(3)(f) and it is named in the same subsection as training. On published evidence, no other platform on this table provides practical competency observed and signed by a named person. A quiz proves knowledge. It does not prove someone can do the job.

Regulation 39(3) — “readily understandable by any person to whom it is provided” — carries its own penalty, separate from the requirement to provide training at all. It is an objective test about the recipient. Most platforms satisfy 39(2) and stop.

What the total means, and what it does not. We score highest across the full obligation set. That reflects breadth against Australian WHS duties — not that we are the biggest platform, the most mature, or the right answer for every operation. Mitti has more than two million users, thousands of templates and a shipped agentic assistant. We have none of that, and for a large organisation running inspections at scale, they remain the stronger choice.


Where we do not compete — and who we would point you to

We do not score these platforms against ours, because they solve different problems and a side-by-side would be misleading.

WHS management and registers

Safe Ag Systems — purpose-built Australian agriculture WHS: policies, inductions, machinery and chemical registers, contractor management, QR asset inventory. Published pricing A$95–190 per month per user licence.

Safety Champion — Australian-made EHS with broad coverage including a chemical and SDS register. Free tier for two users; A$175 per month for ten-plus. Their SDS register is a capability we do not have.

PIPA — People in Paddocks — farm HR and safety app backed by a retained consultancy. Free tier with unlimited users. If you want an advisory relationship as much as software, a specialist consultancy will out-relationship us at small-farm scale.

Skytrust — Australian all-in-one QHSE: inspections, hazards, incidents, risk registers, plant and equipment with QR access, inductions with SCORM import, contractor management. All modules included in the base price, published from $199 per month for 1–20 employees plus a one-off setup fee. Free three-month trial.

myosh — Australian EHS, twenty-plus years, 50+ configurable modules, ISO 27001 certified, hosted in AWS Sydney, SSO and open APIs. Notable for Bowtie and critical control management — identifying and evidencing control effectiveness, which is a genuinely different and more sophisticated approach to risk than most platforms on this page offer, ours included.

Contractor management and site access

Rapid Global — contractor prequalification, online inductions, visitor management, permit to work.

Damstra — enterprise platform spanning contractor prequalification, workforce management, access control, learning management, digital forms and asset management with RFID and IoT. Built for large multi-employer sites.

Sitepass and LinkSafe — contractor onboarding, compliance verification and induction delivery.

What they do that we do not. All four verify a contracting business — its insurances, licences, WHS management plan — not just the individual worker’s credentials. If your core problem is vetting the companies you engage, that is their product and not ours.

What we do that they do not. Their inductions are compliance gating rather than training production. No authoring from your documents, no multilingual content generation, no comprehension verification, and no practical competency sign-off. On a large multi-employer site, both are often warranted — they control who gets through the gate; we prove the people who came through understood what they were told.


Where each platform is genuinely strong

Mitti — formerly SafetyCulture

The category leader, and for good reason. Inspections and audit checklists are its origin and it remains the best in the market at them. Thousands of templates, IoT sensors, a mature AI assistant that creates and assigns work in-chat, and scale most vendors will never reach.

Choose Mitti if you want a broad operations platform covering inspections, assets, maintenance and training across a large organisation.

Worth knowing before you buy. Course imagery is sourced from stock photography libraries or extracted from the document you upload — not generated to show your equipment. AI usage is metered by credits per seat. Data and evidence history is tiered, with longer retention on higher plans. Onboarding and ongoing customer success appear as “contact sales” even on the paid tier. Pricing is per seat, so cost scales with how many people can log in rather than how many workers you protect.

Acumind AI

The closest platform to our own thinking, and the only other Australian vendor building seriously for culturally and linguistically diverse workforces. Voice-first delivery in 140+ languages, content built from a customer’s real SOPs, and an explicit VARK learning-styles model. Backed by LaunchVic, Agriculture Victoria and AgriFutures, with agricultural customers including Warakirri and Lawson Grains.

Choose Acumind if voice-first delivery suits your workforce and training is the whole of what you need.

Where we differ. Acumind is a learning platform. We are a compliance platform that leads with learning. On published evidence they do not cover hazard and incident registers, toolbox talks, plant and pre-starts, practical competency sign-off by a named trainer, cross-employer record portability, or PALM Deed configuration.

The delivery philosophy also differs, and it is a real choice rather than a better-or-worse. Acumind is voice-first. We are visual-first. Voice is powerful for low literacy. Our position is that a hazard label rendered onto a photograph of the actual machine reduces the language-dependent surface before any translation happens — and that translated audio still depends on translation quality, where an image of a guard does not.

Safe Ag Systems

Purpose-built for Australian agriculture, and the established name in the sector. Policies, inductions, machinery and chemical registers, contractor management, QR asset inventory.

Choose Safe Ag Systems if you want a farm WHS management system and you have someone with time to write the content.

Where we differ. Safe Ag is a record-keeping system. It tracks that an induction happened; it does not build the training. There is no content generation, no multilingual authoring depth, and no comprehension verification. Pricing is per user licence, which usually means a small number of admin seats rather than per worker — worth understanding before comparing headline numbers, because the two models are not comparable.

Safety Champion

Australian-made EHS management with genuinely broad coverage — documents, chemicals and SDS, contractors, inductions, incidents, hazards, plant, training register. A permanently free tier for very small teams.

Choose Safety Champion if you need broad WHS management including a chemical register, and training content is not your problem.

Where we differ. Same distinction as Safe Ag: it maintains a training register. It does not produce training. No content generation, no multilingual authoring, no comprehension verification. Their chemical and SDS register is a genuine capability we do not currently have, and if that is your priority, they have it and we do not.

PIPA — People in Paddocks

A farm HR and safety app backed by a retained HR and WHS consultancy. Worker profiles with licences, inductions, hazard reporting, pre-start checks. A permanently free tier with unlimited users, and a jobs-discovery feature that gives workers a reason to use it beyond compliance.

Choose PIPA if you are a small family farm that wants a personal advisory relationship as much as software. A three-person consultancy can out-relationship us at that scale and we would rather say so.

Where we differ. PIPA’s strength is the consultancy; the app is the retention layer. No AI content generation, single vertical, Australia only.

Rapid Global

The specialist in contractor management and site access — verifying a contracting company’s insurances, licences and WHS management plan, not just the individual worker’s credentials. Online inductions, visitor management, permit to work, AI document verification.

Choose Rapid Global if your core problem is vetting the businesses you engage.

Where we differ. Their inductions are compliance gating rather than training production — no authoring from your documents, no multilingual generation, no comprehension verification. Company-level prequalification is a genuine capability we do not have. For large multi-employer sites, the two platforms solve adjacent problems and both may be warranted.


Where Oxil is complete, and where we are not

Be suspicious of any vendor who claims to lead everywhere. Here is our honest position.

What we do that nobody else on this page does

Practical competency signed by a named trainer. Some things cannot be proven by a quiz. A trainer observes the work and signs. AI is hard-locked out of certifying practical competency — there is no administrator override — so a named human is always accountable for the judgement.

The worker’s record travels between employers. A worker inducted at one site does not repeat that training at the next. Every other platform on this page is architected around one organisation and its own seats.

Cross-employer site linking. A host site sees what a labour hire worker has completed before they arrive. The sender sees what the host has trained them on since. This answers Section 21(3) of the Victorian OHS Act and s19(2) of the model WHS Act — the duty that extends to contractors and their employees.

Gap analysis that finds what is missing. Not who has not finished — what does not exist. “You have no chemical handling training, and it is mandatory in your Safety Management Plan.”

PALM Deed configuration. Arrival and departure tracking, visa alongside licences, rights and welfare content, independent reporting channel, Tetum and Bislama. No other platform reviewed mentions PALM at all.

Victorian law handled separately. Victoria never adopted the model WHS laws. It runs its own Act, its own high-risk construction work definition, its own psychological health regulations, and has no statutory individual right to cease unsafe work. Content generated for Victoria that assumes the model laws is wrong. We generate Victorian content against the Victorian Act.

What we do not do

  • No chemical and SDS register. Safety Champion and Mitti have this. We do not.
  • No general-purpose inspection builder. Mitti’s origin product and still the best.
  • No IoT or sensor integration. Mitti has it.
  • No company-level contractor prequalification. Rapid Global’s specialty.
  • No free tier. Mitti, Safety Champion and PIPA all have one.
  • Not built for mining. Queensland, NSW and WA mining run under separate Acts with separate regulators. That is a different legal regime and we do not serve it.

How to choose

Four questions settle most decisions.

1 · Do you need training built, or training tracked?
If you have a safety manager writing content, a register is enough. If nobody has time to build modules, you need a platform that produces them — and that narrows the list to three.

2 · Can your workforce read the policy?
If English literacy is uneven, comprehension is your exposure and Regulation 39(3) is the test. Subtitles and a translation button are not the same as content authored to be understood.

3 · Are you responsible for people you do not employ?
Contractors, labour hire, seasonal crews. Your duty extends to them. If your evidence does not, that is the gap — and cross-employer records are the only thing that closes it.

4 · Who is going to run it?
Most safety software fails not because it is bad, but because nobody had time to populate it. Ask every vendor what they do, not what the platform does. See how we handle that in the platform and across your industry.

What is the best safety training software in Australia?

There is no single best. Mitti is the most complete operations platform. Rapid Global is the specialist in contractor prequalification. Safe Ag Systems and Safety Champion are strong WHS registers. Oxil and Acumind are the two platforms built specifically for multilingual and CALD frontline workforces. The right answer depends on whether you need training produced or training tracked.

What is a good alternative to SafetyCulture or Mitti?

It depends which part you use. For inspections and audits, there is no close substitute. For training a multilingual workforce with proof of comprehension, Oxil and Acumind are built for that specifically, and neither meters AI usage by credits or tiers how long your records are retained.

What is the difference between Oxil and Acumind AI?

Does safety training legally have to be in a worker’s language?

WHS Regulation 39 requires information, training and instruction to be “readily understandable by any person to whom it is provided,” so far as is reasonably practicable. It is an objective test about the recipient. Training delivered in a language a worker does not read is unlikely to meet it.

Does my duty cover contractors and labour hire workers?

Yes. Under model WHS Act s19(2) and Victorian OHS Act s21(3), your duty to provide information, instruction and training extends to contractors and their employees where you have control over the work. Most operators carry a duty for substantially more people than they employ.

How much does safety training software cost in Australia?

Published rates range from around $3 per user per month at the narrow end to $24–29 per seat for Mitti Premium. Safe Ag Systems publishes A$95–190 per month per user licence; Safety Champion A$175 per month for ten-plus users. Several vendors including Acumind and Rapid Global do not publish pricing.
